As the world confronts the climate crisis, the socio-bioeconomy concept is gaining traction as a technological fix and a transformative path that centres ecosystems, culture, and people. At its core, the socio-bioeconomy is a strategic response to climate change that integrates renewable biological resources, circular production, and sustainable livelihoods. It invites us to rethink development as an alliance between people and nature, not a trade-off.
At E Co, we aim to see this not only as theory, but also put it into practice. Through our technical assistance to the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in the Resilient Puna, Peru project, we’ve seen how climate finance can power up the socio-bioeconomy and deliver real, inclusive results. Situated in Peru’s high Andes, this initiative embodies what the global climate and development communities increasingly call for: an inclusive, nature-based and community-led transformation solution.
A shift on the global agenda on bioeconomy
Historically, bioeconomy debates have been dominated by narratives of technological innovations – for example, biofuels, biotechnology, and innovation for green competitiveness. These debates have often neglected biodiversity, cultural heritage and local knowledge. But this is changing.
The G20’s Ten High-Level Principles on the Bioeconomy, launched under Brazil’s presidency in 2024, point to a major shift. These principles promote a vision of bioeconomy that is inclusive, sustainable, and grounded in biodiversity conservation. They explicitly call for:
- The inclusion of Indigenous Peoples and local communities in decision-making
- The valorisation of traditional knowledge
- Fair benefit-sharing and poverty reduction
- Sustainable use and restoration of ecosystems
These principles mark the first time the world’s largest economies have agreed on a bioeconomy framework that prioritises social equity and biodiversity over economic innovation.
This shift is echoed in multilateral climate and environmental funds. The Global Environment Facility (GEF) recently launched a technical discussion series on the Amazon’s bioeconomy, framing it as a cornerstone of an inclusive green recovery. The series brought together experts, Indigenous leaders, and policymakers to explore how forest economies can be built on cultural identity, ecosystem integrity, and climate resilience.
Similarly, the Green Climate Fund (GCF) is expanding its investment in bioeconomy initiatives, particularly through its Tropical Forest Forever Facility and project pipelines focused on forest value chains, ecosystem-based adaptation, and Indigenous-led solutions. Through platforms like the GCF Task Force on Bioeconomy, the Fund is facilitating peer learning, financial innovation, and policy coherence around nature-based climate finance.
All of these initiatives point to one conclusion: the socio-bioeconomy is no longer peripheral – it is becoming central to how we design and finance global climate action.
Socio-bioeconomy in practice: Resilient Puna Peru
The Resilient Puna Peru stands out as a compelling case. This GCF proposal, developed by GIZ with E Co’s technical support, is a leading example of bioeconomy in action. It is designed to enhance climate resilience in one of South America’s most vulnerable yet ecologically and culturally rich regions.
The Puna is a high-altitude ecosystem in the southern Peruvian Andes. It is home to hundreds of thousands of rural and Indigenous people who have coexisted with a fragile environment for centuries, managing wetlands (bofedales), camelids like alpacas and vicuñas, and native crops such as quinoa and potatoes. Their ancestral practices reflect a profound understanding of ecological balance, water regulation, and risk management.
Today, however, climate change is accelerating glacial melt, drying out wetlands, and degrading soil. Livelihoods are under threat, and cultural knowledge is at risk of being lost.
Resilient Puna Peru was designed to respond by supporting community-led ecosystem-based adaptation (EbA), climate-resilient value chains, and intergenerational knowledge transfer. It does this through a combination of technical assistance, governance innovation, and targeted finance, co-designed with local communities.
E Co.’s contribution: Technical foundations for transformative finance
E Co. played a central role in crafting the project´s climate rationale, EvA design and financial mechanism to align with the GCF investment criteria and local realities. Our support included:
- Developing the climate rationale: We assessed climate risks, hydrological stress, and vulnerability hotspots to justify the intervention.
- Conducting technical studies: We analysed GHG mitigation potential, hydrological models, and ecosystem degradation trends to inform the selection of EbA measures.
- Designing the financial mechanism: E Co. led the creation of the Puna Facility, a fund that will channel resources to community associations and cooperatives for EbA and value chain investments.
- Drafting the Feasibility Study and Operations Manual: We prepared comprehensive documentation to guide implementation, from safeguards to monitoring to sub-project selection.
- Supporting GCF engagement: We facilitated responses to feedback from the GCF Secretariat and iTAP, ensuring technical robustness and alignment with the Fund’s mandate.
Our work ensured that the project is not only technically viable and financially sound but also reflective of socio-biodiversity principles and community ownership.
What does the project do?
The project was designed to support a wide range of activities that bridge climate action, biodiversity conservation, and economic empowerment:
- Restoration of high-altitude wetlands (bofedales) to improve water regulation, carbon storage, and biodiversity.
- Rehabilitation of family qochas, traditional water harvesting systems that reduce agricultural risk and enhance resilience.
- Sustainable grassland management to prevent overgrazing, enhance fodder production, and protect soil carbon.
- Agroforestry and native species reforestation to diversify incomes and regenerate ecosystems.
- Support to camelid-based value chains, particularly vicuña and alpaca wool and meat, through better grazing and market access.
- Community-based digital monitoring systems that blend Indigenous knowledge and scientific observation to track ecological health and inform decisions.
- Capacity building and intergenerational dialogue to ensure that ancestral knowledge is preserved and adapted for modern challenges.
Through the Puna Facility, these interventions are financed using a blend of funds and repayable small grants, creating a replicable model for other mountainous or forested regions.
Why this matters
The Puna may seem remote, but its story is globally relevant. As we move toward COP30 in Belém, Brazil, the world’s attention will turn to tropical regions like the Amazon and the communities that live in, depend on, and protect them.
The socio-bioeconomy is emerging as a strategic response that weaves the threads of climate, nature, and social equity together. It shifts the climate debate away from purely technical fixes and carbon accounting toward inclusive, place-based solutions that respect and work with complexity.
Resilient Puna Peru contributes to this agenda in several ways:
- It demonstrates that climate finance can be routed through community governance structures.
- It validates that ancestral practices can enhance adaptive capacity and ecosystem resilience.
- It shows that biodiversity value chains can generate income and conservation outcomes.
- And critically, it reinforces that the leadership of IPLCs is not just desirable, it is essential.
Looking ahead
The global momentum behind socio-bioeconomy is building. With the G20, GEF, and GCF now aligned around this approach, the next challenge is scaling implementation through fit-for-purpose finance, participatory governance, and locally tailored strategies.
